Testing the outer casing to what?
What is this USB outlet, a charger or fixed accessory?
 
It's was charging a Fitbit watch but it doesn't matter what you charge. If you put a volt meter one end on the metal strap on the watch on charge and the other on a earthing point your get 56 Volts
 
Is this a 13A mains socket with USB outlet integrated into it? If so what brand?
