NICEIC Certification Scheme SPD on old consumer unit?

Under amendment 2 of the BS7671, there is now a requirement to fit an SPD as standard.

I am due to install a new outdoor socket circuit on an old consumer unit which doesn't have an SPD. Is it ok to do this installation without the SPD?

If adding a new circuit, I always include an SPD in the quote. Though the guidance on this is virtually non existent.

The client can opt-out of having surge protection fitted if they so wish. I personally have only ever fitted them at board changes, (or if req'd by 443.4.1 (i) or (iii), which I have yet to come across in my line of work).
